We have inspected this item and it powers on when plugged in. We do not have the capability to test the unit any further. This unit may be missing pieces/hardware. The motor is loose and does not appear to be mounted properly. There are also some cosmetic scuffs and scratches around the components. Please refer to the photos for more information.
